Welcome to Links4Jobs.com (the "Platform"), a digital recruitment and employment marketplace operated by Links4Jobs Ltd, a company registered in England and Wales, with its registered address at 4 Colwall Road, Liverpool, L33 5XJ, United Kingdom.

These Terms are governed by, and shall be construed in accordance with, the laws of England and Wales. Any disputes arising from or in connection with these Terms shall be subject to the exclusive jurisdiction of the courts of England and Wales, unless local mandatory consumer protection laws provide otherwise, or unless the Arbitration Clause in Section 25 applies.
The Platform's operations, policies, and Terms are designed in compliance with, but not limited to, the following legislation:
For users accessing the Platform from outside the United Kingdom:
The Platform is available exclusively to individual Candidates who are 18 years of age or older, have the legal capacity to enter into a binding agreement, are not prohibited from using the Platform under applicable law, and provide truthful, accurate, and complete registration information.
The Links4Jobs Platform is available exclusively to users who are 18 years of age or older. By registering for or using the Platform, you confirm that you are at least 18 years of age and have the legal capacity to enter into a binding agreement.
Links4Jobs Ltd does not permit any person under the age of 18 to register, access, or use the Platform in any capacity, whether as a Candidate, Employer, Advertiser, or API Partner. Where Links4Jobs Ltd discovers that a registered user is under 18 years of age, the account will be immediately suspended and permanently deleted without notice, and any personal data held in relation to that account will be erased in accordance with UK GDPR Article 17 (Right to Erasure).
To use the Platform as an Employer, organisations or individuals must be: a legally registered business, sole trader, or authorised recruitment agency; in possession of the legal authority to recruit and advertise employment vacancies; compliant with all applicable employment and advertising laws in their jurisdiction; and registered through the Platform's employer verification process.
Links4Jobs Ltd reserves the right to refuse access to any user at its sole discretion, restrict access based on geographic location, implement age-verification measures where required by law, and block repeat offenders or known fraudulent parties.
All users must provide accurate, truthful, and up-to-date information at the point of registration and throughout the life of their account. Providing false or misleading information constitutes a breach of these Terms and may result in immediate account suspension or termination.
Users are responsible for maintaining the confidentiality of their login credentials and all activity conducted under their account. Users must immediately notify Links4Jobs Ltd of any unauthorised access or suspected security breach at security@links4jobs.com. Links4Jobs Ltd shall not be liable for any loss arising from a user's failure to maintain account security.
Candidates are permitted to maintain one active profile at any time. Creating duplicate accounts for deceptive purposes is strictly prohibited. Employers may maintain multiple accounts only where legitimately justified and where each account is properly verified.
5.3.1 Duplicate Applications: Where a Candidate has submitted an application for a specific Job Listing via the Platform, neither the Employer nor any API Partner may require or request that the same Candidate submit a duplicate application for the same role through any other means or system. Each application submitted through the Platform constitutes a complete and valid application for the specified role.
5.3.2 Single Role Per Listing: Each Job Listing posted on the Platform must be for exactly one (1) specific job opportunity. Listings that solicit general applications for multiple roles, unspecified future vacancies, or broad company talent pools are not permitted and will be removed.
Where sign-in via third-party providers (e.g., Google, Apple) is offered, use of such services is subject to those providers' terms in addition to our own. Links4Jobs Ltd is not responsible for the data practices of third-party sign-in providers.
Where an Employer account permits the creation of multiple authorised user seats or sub-accounts ("Linked Users"), the primary account holder ("Admin") is responsible for: (a) ensuring all Linked Users have read and agreed to these Terms before being granted access; (b) all actions taken by Linked Users under the account, including purchases, communications with Candidates, and data handling; and (c) revoking access for any Linked User who leaves the organisation or whose role changes. Linked Users may access account data, including Candidate personal data, only to the extent necessary for the role assigned to them by the Admin.
Candidates creating a profile on Links4Jobs.com must:
Profile photographs must: show the candidate's face clearly; be a genuine, unaltered photograph of the account holder; not contain watermarks or logos; and not be sexually suggestive, offensive, or depict another person without consent. AI-generated, digitally manipulated, or deepfake profile photographs are strictly prohibited and constitute grounds for immediate account termination.
Links4Jobs Ltd may, at its discretion, require Candidates to complete a formal identity verification process including government-issued photo ID, proof of address, or biometric verification. A Verified Badge will be displayed on profiles that have successfully completed verification. Verification does not constitute an endorsement of the Candidate or a guarantee of their suitability for any role.
Employers registering on the Platform must provide: the legal company or trading name and Company Registration Number (or equivalent for non-UK entities); registered business address and a business email address matching the registered domain where possible; the name and role of the authorised contact responsible for the account; and proof of authority to recruit on behalf of the organisation.
Links4Jobs Ltd conducts employer verification checks, which may include company registration verification via Companies House (UK), Know Your Customer (KYC) checks, anti-money laundering (AML) screening, and review of recruitment licences where applicable. Employers who fail verification may have accounts suspended and job listings removed without notice or refund.
Recruitment agencies using the Platform must clearly identify themselves as a recruitment agency, comply with the Conduct of Employment Agencies and Employment Businesses Regulations 2003, and disclose to candidates that they are being represented by an agency where required by law.
Employers are solely responsible for: the accuracy and legality of all job listings they publish; compliance with all applicable employment laws; ensuring job roles do not discriminate unlawfully; maintaining data security in respect of any candidate personal data received through the Platform; and conducting their own right-to-work checks independently of the Platform.
Links4Jobs Ltd maintains a strict zero-tolerance policy towards fraudulent, deceptive, or exploitative employer conduct. All Employers are bound by the following obligations and accountability framework.
(a) Zero Tolerance for Fraud. Links4Jobs Ltd will not tolerate any employer account being used to post fraudulent job listings, conduct identity theft, solicit payments from Candidates, or otherwise deceive or exploit users. Any verified instance of such conduct will result in immediate and permanent account termination, removal of all associated listings, and referral to the relevant law enforcement authorities including Action Fraud (www.actionfraud.police.uk) and the National Crime Agency.
(b) Fee-Charging Prohibition. It is a criminal offence under the Employment Agencies Act 1973 to charge a Candidate a fee as a condition of finding or seeking to find them employment. Any employer or agency found to be soliciting fees from Candidates through the Platform will be immediately removed and reported to the Employment Agency Standards (EAS) Inspectorate and, where applicable, the Gangmasters and Labour Abuse Authority (GLAA).
(c) Dedicated Fraud Reporting. Any user who suspects that a job listing, employer communication, or employer profile is fraudulent, deceptive, or constitutes a scam must report it immediately by: (i) emailing fraud@links4jobs.com with the listing URL or employer account name and a description of the concern; or (ii) using the 'Report This Listing' or 'Report This Employer' feature on the Platform. Links4Jobs Ltd will acknowledge all fraud reports within 2 business days and complete its investigation within 10 business days. Where a listing or account is found to be fraudulent, it will be removed immediately.
(d) Ongoing Re-Verification. Links4Jobs Ltd reserves the right to conduct ongoing and periodic re-verification of employer accounts, including re-confirmation of company registration status via Companies House, domain authentication checks, and enhanced due diligence where risk indicators are detected. Employers must cooperate fully with any re-verification process within 5 business days of notification.
(e) Employer Accountability for Fraudulent Listings. Employers are solely and personally liable for all content published under their account. Where an employer listing is found to have caused harm to a Candidate by reason of fraud or misrepresentation, Links4Jobs Ltd reserves the right to permanently ban the responsible employer account, share information with regulatory and law enforcement authorities, and pursue civil recovery of any losses incurred by Links4Jobs Ltd as a result of the fraudulent conduct.
(f) Candidate Fraud Warning. Notwithstanding the verification measures described above, Links4Jobs Ltd does not guarantee the legitimacy of every employer on the Platform. Candidates are advised to conduct their own due diligence before sharing personal information, attending interviews, or accepting any employment offer. Any communication that requests payment, financial account details, or unusual personal information as part of an application should be treated as a potential fraud indicator and reported immediately to fraud@links4jobs.com.
Links4Jobs Ltd applies a structured, risk-based identity verification and ongoing audit framework to all employer accounts, in accordance with UK and international standards including the UK Digital Identity and Attributes Trust Framework (UK DIATF, DCMS 2023), HM Government Good Practice Guide 45 (GPG45: Proving and Verifying Identity), the UK Money Laundering Regulations 2017 (as amended), the Fourth EU Anti-Money Laundering Directive (4AMLD), and ISO/IEC 27001:2022 (Information Security Management).
Level 1 — Standard Verification (All Employer Accounts). All employer accounts must complete standard identity verification before their first job listing is published. Standard verification requires: (i) submission of the legal company or trading name and Companies House registration number (or equivalent for non-UK entities), verified against the Companies House API or equivalent national business registry in real time; (ii) confirmation of the registered business address, verified by cross-referencing with the Companies House registered office; (iii) submission of a valid business email address matching the employer's registered domain, verified by automated domain ownership confirmation; and (iv) identification of the authorised account administrator, including their full legal name, job title, and a business email address. Standard verification must be completed within 5 business days of account creation. Accounts not verified within this period will be suspended pending completion.
Level 2 — Enhanced Verification (High-Risk or High-Volume Accounts). Enhanced verification is required for: employer accounts posting more than 20 job listings per month; accounts in sectors identified as higher risk for labour exploitation (e.g. hospitality, construction, agriculture, care, and logistics); recruitment agencies and umbrella companies; and any account flagged by Links4Jobs Ltd's automated risk-scoring system. Enhanced verification additionally requires: (i) government-issued photo identification of the authorised account administrator (accepted documents: current valid passport, UK photo driving licence, EU national identity card, or biometric residence permit); (ii) proof of right to recruit and operate in the UK (e.g. employer liability insurance certificate, licence from the Gangmasters and Labour Abuse Authority where applicable); and (iii) a Companies House director search confirming the administrator's authority to act on behalf of the entity. Enhanced verification is conducted in accordance with GPG45 at Medium Confidence level, involving identity document checking, cryptographic verification where possible, and liveness detection to prevent use of deepfake or synthetic identity documents.
Level 3 — Know Your Customer (KYC) and Anti-Money Laundering (AML) Screening. Level 3 screening applies to employer accounts purchasing paid services exceeding £10,000 per annum, accounts identified as presenting elevated financial crime risk, and accounts operated by financial services entities regulated by the FCA. Level 3 screening includes: full KYC checks in accordance with the UK Money Laundering Regulations 2017, including verification of beneficial ownership (UBO) where the employer is a corporate entity; AML screening against HM Treasury's consolidated sanctions list, the OFAC SDN list, and Interpol notices; and Politically Exposed Person (PEP) screening. Level 3 screening is conducted in partnership with a regulated third-party compliance provider and results are held in accordance with the Money Laundering Regulations 2017 record-keeping requirements (minimum 5 years).
Continuous Monitoring. Links4Jobs Ltd operates continuous automated monitoring of all employer accounts, including real-time screening of new job listings against content policy and anti-discrimination rules; anomaly detection for unusual posting volumes, geographic patterns, or contact information changes; and automated re-screening of employer accounts against sanctions and PEP lists on a monthly basis.
Periodic Audit. Links4Jobs Ltd reserves the right to conduct a full periodic audit of any employer account at any time, and will conduct mandatory periodic audits of all active employer accounts on the following schedule: Standard accounts — annual audit; Enhanced verification accounts — bi-annual audit; KYC/AML screened accounts — quarterly audit. Audits may include: re-verification of company registration status; review of all active and historical job listings for compliance; review of candidate communications for prohibited conduct; and review of payment and billing records for consistency with stated business activity.
Audit Cooperation Obligation. Employers must cooperate fully with any audit request from Links4Jobs Ltd within 10 business days of notification. Failure to cooperate with an audit, or provision of false or misleading information during an audit, constitutes a material breach of these Terms and will result in immediate suspension of the employer account pending investigation, and may result in permanent termination. Links4Jobs Ltd will not be liable for any commercial loss suffered by an employer as a result of a suspension imposed due to non-cooperation with a lawful audit request.
Independent Audit. Links4Jobs Ltd engages an independent third-party auditor to conduct an annual review of its employer verification and KYC/AML processes. The audit assesses compliance with UK DIATF, GPG45, the Money Laundering Regulations 2017, and ISO/IEC 27001:2022. A summary of audit findings and any remedial action taken is published in Links4Jobs Ltd's annual compliance report at www.links4jobs.com/compliance-report. The identity of the third-party auditor will be disclosed in the annual compliance report.
International Standards Compliance. For employer accounts operating across multiple jurisdictions, Links4Jobs Ltd applies verification standards consistent with: the EU's Fourth and Fifth Anti-Money Laundering Directives (4AMLD / 5AMLD); the Financial Action Task Force (FATF) Recommendations on Customer Due Diligence; the eIDAS Regulation (EU) No 910/2014 for electronic identity verification of EU-based entities; ISO/IEC 27001:2022 for information security management; and the NIST Digital Identity Guidelines (SP 800-63) for US-based employer verification contexts.

Links4Jobs Ltd reserves the right, but is not obligated, to review, edit, reject, or remove any job listing that in its reasonable opinion violates these Terms or applicable law, is misleading or deceptive, or reflects poorly on the reputation of the Platform. Removal of a listing for policy violations does not entitle the Employer to a refund.
Links4Jobs Ltd offers a range of paid services, including: Pay-Per-Click (PPC) Advertising; Pay-Per-Post fixed fee listings; Featured Listings; Employer Branding; Subscription Plans; Candidate Database Access; and Display Advertising for third-party advertisers.
All fees are displayed in British Pounds Sterling (GBP) unless otherwise stated. VAT will be added to all fees at the applicable rate. Payment must be made in advance of service delivery unless otherwise agreed in writing. All payments are processed through PCI-DSS compliant payment processors. Links4Jobs Ltd does not store full card details.
PPC advertising allows Employers and Advertisers to purchase sponsored visibility for their job listings or advertisements. Charges are applied each time a unique, valid user clicks on the sponsored item. The Platform uses algorithmic bidding and placement systems to determine the visibility and positioning of sponsored content — see Section 24 (AI and Algorithm Disclosure) for full details.
Links4Jobs Ltd employs automated and AI-assisted systems to detect and filter invalid clicks, including repeated clicks from the same IP address, automated bot traffic, and click fraud or manipulation. Where invalid clicks are detected, charges may be reversed or credited at the sole discretion of Links4Jobs Ltd. Links4Jobs Ltd does not guarantee a specific volume or rate of clicks.
Advertisers may pause, modify, or cancel active PPC campaigns through their account dashboard. Cancellation of an active campaign does not entitle the Advertiser to a refund of amounts already charged. Links4Jobs Ltd reserves the right to pause or terminate campaigns that breach advertising standards or these Terms.
Employers may purchase the right to publish individual job listings on the Platform for a fixed fee per post. Fees vary based on listing type and any optional enhancements selected at the time of purchase.
Unless otherwise stated at the point of purchase, Pay-Per-Post listings remain active for 30 calendar days from the date of publication, after which they are automatically archived.
All Pay-Per-Post listings are subject to content review before publication. Links4Jobs Ltd reserves the right to refuse or remove any listing that does not comply with these Terms or applicable law, without refund.
Links4Jobs Ltd offers Subscription Plans to Employers providing access to premium features on a recurring basis. Subscription fees are charged on a monthly or annual basis as selected at the time of subscription. Charges are automatically renewed at the end of each billing period unless cancelled in accordance with Section 13. Links4Jobs Ltd will notify subscribers of any changes to subscription pricing with a minimum of 30 days' notice.
Where free trial periods are offered, no charge will be applied during the trial period. Links4Jobs Ltd will send an email reminder to the registered account email address no fewer than 7 calendar days before the end of the free trial period, specifying: (a) the subscription fee that will apply from the end of the trial; (b) the exact date on which the first charge will be made; and (c) clear instructions for cancelling the subscription before that date. Charges will commence automatically at the end of the trial period if the subscription has not been cancelled. Users who have not received the required 7-day reminder notification may request cancellation without penalty within 14 days of the first charge being applied by contacting billing@links4jobs.com.
The following are non-refundable except where required by law: published Pay-Per-Post listings once the listing has gone live; PPC charges for verified clicks already delivered; subscription fees for billing periods already commenced; and any service where full delivery has commenced.
Nothing in this section limits or excludes any rights you may have under the Consumer Rights Act 2015. Where you are a consumer (not a business user) and enter into a contract for digital services, you may have a statutory right to cancel within 14 days under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013, unless performance of the service has already commenced with your express agreement.
Subscribers may cancel their recurring subscription at any time through account settings or by contacting billing@links4jobs.com. Cancellation will take effect at the end of the current billing period. No partial refunds are given for unused portions of a billing period unless required by law.
If you believe a charge has been applied in error, you must notify Links4Jobs Ltd within 30 days of the charge appearing on your statement at billing@links4jobs.com. Disputes raised after this period may not be eligible for review.
This section applies exclusively to Candidates and individual consumers purchasing paid digital services on the Platform (including premium profile subscriptions, CV boosts, and featured candidate listings). Business users (Employers and Advertisers) are governed solely by Sections 13.1 to 13.4.
(a) 14-Day Statutory Cooling-Off Period. If you are an individual consumer residing in the United Kingdom, you have the right to cancel your purchase within 14 calendar days without giving any reason, under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013 (SI 2013/3134). The cancellation period begins on the date your payment is confirmed and the contract is formed.
(b) How to Cancel — Step-by-Step. To exercise your right to cancel within the cooling-off period, you must notify us by a clear written statement before the 14-day period expires. You may do so by: (i) emailing billing@links4jobs.com with the subject line 'Cancellation Request', including your full name, the email address registered to your account, and the name and date of purchase of the service you wish to cancel; (ii) using the cancellation option within your account settings under 'Manage Subscription'; or (iii) posting a written notice to Links4Jobs Ltd, 4 Colwall Road, Liverpool, L33 5XJ, United Kingdom. We will acknowledge your cancellation by email without undue delay and in any event within 2 business days.
(c) Refund Process. Where you validly cancel within the cooling-off period, Links4Jobs Ltd will refund all payments received from you in full, without undue delay and in any event no later than 14 calendar days after the day on which we receive your cancellation notice. Refunds will be made using the same payment method used for the original transaction, unless you have expressly agreed otherwise. No fee or deduction will be charged in respect of the refund, unless a partial deduction applies under paragraph (d) below.
(d) Partial Refund Where Service Has Already Commenced. If you have expressly requested that the service begins before the end of the 14-day cooling-off period (see paragraph (e) below) and the service has commenced but not been fully delivered, you will remain liable for a proportionate amount corresponding to the services delivered up to the point of cancellation. The refund payable will be the total price less this proportionate amount, calculated on a pro-rata daily basis over the total service period purchased.
(e) Digital Content Waiver — Immediate Service Start. If you wish to access your paid service immediately (before the expiry of the 14-day cooling-off period), you must provide your express consent by actively ticking the following declaration at the point of checkout: "I request that the service begins immediately. I understand that if the service is fully performed within the cancellation period, I will lose my statutory right to cancel and receive a full refund." This consent must be actively given (pre-ticked boxes do not satisfy this requirement). Where you provide this consent and the service is fully delivered within the cancellation period, your right to a full refund is extinguished upon full delivery.
(f) Model Cancellation Form. You are not required to use this form, but you may do so: TO: Links4Jobs Ltd, billing@links4jobs.com, 4 Colwall Road, Liverpool, L33 5XJ, United Kingdom. I/We hereby give notice that I/We cancel my/our contract for the following paid service: [name of service]. Ordered on: [date]. Name of consumer(s): [full name]. Account email address: [email]. Date: [date of this notice]. (* Delete as applicable.)
(g) Exclusions. The 14-day cooling-off right does not apply to: (i) services fully performed within the cancellation period where express consent was given under paragraph (e); (ii) digital content not supplied on a tangible medium where you gave prior express consent and acknowledged the loss of cancellation rights; or (iii) contracts concluded with business users not acting as consumers.
Links4Jobs Ltd is the Data Controller in respect of personal data collected and processed through the Platform, as defined under the UK GDPR and the Data Protection Act 2018. Our Data Protection Officer can be contacted at dpo@links4jobs.com.
We process personal data on the following lawful bases under Article 6 UK GDPR:
We may share personal data with: employers (when a candidate applies for a role or their profile is accessed by a verified employer); service providers bound by data processing agreements; legal and regulatory authorities where required by law; fraud prevention agencies; and approved API Partners under Section 26. We do not sell personal data to third parties for their own independent marketing purposes.
Where personal data is transferred outside the UK or EEA, we ensure appropriate safeguards are in place in accordance with UK GDPR Chapter V, including Standard Contractual Clauses (SCCs) approved by the ICO and adequacy decisions where applicable.
We retain personal data only for as long as necessary for the purposes for which it was collected, or as required by law. Specific retention periods are detailed in our Privacy Policy available at www.links4jobs.com/privacy.
Users have the following rights in relation to their personal data. All requests should be directed to privacy@links4jobs.com. We will respond to all valid data subject rights requests within one calendar month of receipt. Where a request is complex or we receive a high volume of requests, we may extend this period by a further two months, in which case we will notify you within the first month and explain the reason for the extension, in accordance with Article 12 UK GDPR.

Cookies are small text files placed on your device when you visit the Platform. Users retain full ownership of all Content they upload to the Platform, including profile photographs, biographical data, CVs, and job listings.
By uploading Content to the Platform, each User grants Links4Jobs Ltd a worldwide, non-exclusive, royalty-free, sub-licensable, and transferable licence to host, store, display, reproduce, distribute, and process the Content solely for the purposes of operating, improving, and promoting the Platform and its services. This licence terminates upon deletion of the Content or closure of the User's account, subject to any legal retention obligations.
All intellectual property comprised in the Platform — including the Links4Jobs brand, name, logo and trademarks, website and mobile application design, software, code, algorithms, databases, proprietary matching and ranking technology, and marketing materials — is and remains the exclusive property of Links4Jobs Ltd or its licensors. All rights are reserved. Unauthorised use may result in civil proceedings and/or criminal prosecution under the Copyright, Designs and Patents Act 1988.
Users must not: copy, reproduce, modify, or distribute any part of the Platform without express written permission; reverse engineer or decompile any Platform software; use the Platform's branding without authorisation; or scrape, crawl, or extract data from the Platform by automated means without prior written consent.
All users of the Platform are strictly prohibited from:

Links4Jobs Ltd is committed to promoting equal opportunities and requires all Employers using the Platform to comply with the Equality Act 2010 and all applicable international anti-discrimination legislation. Job listings and communications must not discriminate, directly or indirectly, on the basis of any of the nine protected characteristics defined under the Equality Act 2010: age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race (including colour, nationality, and ethnic or national origin), religion or belief, sex, or sexual orientation.
The Platform’s anti-discrimination framework is grounded in the following legislative and regulatory instruments: (i) Equality Act 2010 (UK) — the primary domestic framework governing all nine protected characteristics and imposing duties on employers to make reasonable adjustments for disabled persons; (ii) Human Rights Act 1998 (UK) incorporating the European Convention on Human Rights (ECHR), in particular Article 14 (prohibition of discrimination) and Article 8 (right to respect for private and family life); (iii) Employment Rights Act 1996 (UK); (iv) Civil Rights Act 1964 (USA), Title VII — prohibiting employment discrimination on grounds of race, colour, religion, sex, and national origin, applicable to international Employers posting roles open to US-based Candidates; (v) Americans with Disabilities Act 1990 (ADA) and Age Discrimination in Employment Act 1967 (ADEA); (vi) Canadian Human Rights Act 1977 and applicable provincial human rights codes; (vii) Australian Racial Discrimination Act 1975, Sex Discrimination Act 1984, Disability Discrimination Act 1992, and the Age Discrimination Act 2004, collectively replaced by the Australian Human Rights Commission Act 1986 framework; (viii) EU Equal Treatment Directives, including Directive 2000/43/EC (Race Equality) and Directive 2000/78/EC (Employment Equality); and (ix) International Labour Organization (ILO) Conventions, including C111 (Discrimination (Employment and Occupation) Convention, 1958) and C100 (Equal Remuneration Convention, 1951), and the UN Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW, 1979).
Employers may only advertise for candidates of a specific protected characteristic where a Genuine Occupational Requirement (GOR) applies, as defined under Schedule 9 of the Equality Act 2010. A GOR exception is lawful only where: (a) the requirement to possess the particular protected characteristic is a proportionate means of achieving a legitimate aim; (b) the employer can demonstrate the requirement is material and substantial, not merely convenient or traditional; and (c) the GOR is clearly stated, fully justified, and disclosed in the job listing at point of publication. Links4Jobs Ltd reserves the right to require an Employer to provide written evidence of any claimed GOR before the listing is published. Purported GOR claims that Links4Jobs Ltd considers disproportionate, pretextual, or lacking in legal basis will be refused and the listing will not be published or will be removed without refund. Employers uncertain as to whether a GOR applies are advised to seek independent legal advice before posting.
Employers posting roles accessible to international Candidates must comply with equivalent anti-discrimination laws in all applicable jurisdictions, including but not limited to the Civil Rights Act 1964 (USA), Title VII; the Americans with Disabilities Act 1990; the Age Discrimination in Employment Act 1967; the Canadian Human Rights Act; applicable provincial human rights codes in Canada; the Australian Racial Discrimination Act 1975, Sex Discrimination Act 1984, and Disability Discrimination Act 1992; and applicable EU Equal Treatment Directives. Where the laws of multiple jurisdictions apply, the most protective standard in favour of the Candidate shall take precedence in so far as it is within Links4Jobs Ltd’s reasonable power to enforce. Employers are solely responsible for ensuring that their job listings, screening processes, interview practices, and hiring decisions comply with the anti-discrimination laws of all jurisdictions in which they recruit. Links4Jobs Ltd does not assume responsibility for an Employer’s compliance with the laws of jurisdictions outside the United Kingdom but reserves the right to remove any listing that appears on its face to violate the anti-discrimination laws of any jurisdiction in which the role is open to applicants.
Proactive Anti-Discrimination Monitoring. Links4Jobs Ltd operates automated pre-publication scanning and periodic post-publication review of all job listings to identify language, requirements, or screening criteria that may constitute direct or indirect discrimination under the Equality Act 2010 or applicable international law. Where discriminatory language or criteria are identified, Links4Jobs Ltd will: (a) notify the Employer of the specific concern; (b) require the listing to be amended within 2 business days; and (c) remove the listing without refund if the Employer fails to remedy the breach within the required timeframe or if the breach is sufficiently serious to warrant immediate removal. All anti-discrimination monitoring decisions are logged and included in the quarterly compliance review conducted by the Legal & Compliance team.
Links4Jobs Ltd operates a structured, multi-tiered escalation procedure for all discrimination complaints in compliance with the Equality Act 2010, the Equality and Human Rights Commission (EHRC) Statutory Code of Practice, and equivalent international frameworks including the UN Guiding Principles on Business and Human Rights (UNGP).
How to Report. Any user who encounters a job listing, employer communication, or Platform content that they believe constitutes unlawful discrimination on the basis of a protected characteristic must report it by: (i) emailing equality@links4jobs.com with the subject line 'Discrimination Report'; (ii) using the in-platform 'Report This Content' feature and selecting 'Discriminatory Content' from the category menu; or (iii) calling our Trust & Safety line during business hours. Reports should include: the URL or reference of the content; the protected characteristic concerned; a description of why the content is considered discriminatory; and any supporting screenshots or documentation.
Acknowledgement. Links4Jobs Ltd will acknowledge all discrimination reports within 2 business days of receipt by email to the reporting user. The acknowledgement will confirm: the reference number assigned to the complaint; the name of the investigating team member; the expected timeline for initial assessment; and the reporting user's rights under this procedure.
Assessment. The Trust & Safety team will conduct a full assessment of the reported content within 10 business days of receipt. The assessment will consider: whether the content prima facie contravenes the Equality Act 2010 or applicable international anti-discrimination legislation; whether any Genuine Occupational Requirement (GOR) defence under Schedule 9 of the Equality Act 2010 applies; the severity and nature of the alleged discrimination; and whether the employer account shows a pattern of discriminatory conduct.
Interim Action. Where the reported content poses a clear and immediate risk of unlawful discrimination, Links4Jobs Ltd may suspend or remove the content on an interim basis pending completion of the investigation. The employer will be notified of any interim action and given the opportunity to provide representations within 5 business days.
Outcome Notification. The reporting user and, where applicable, the subject of the report will each be notified of the outcome of the investigation within 2 business days of the investigation being concluded. The outcome notification will state: the finding of the investigation; any action taken or to be taken; and the right of either party to appeal the finding under Stage 3.
Possible Outcomes. Following investigation, Links4Jobs Ltd may take one or more of the following actions: removal of the offending content; formal written warning to the employer account holder; temporary suspension of the employer account pending remediation; permanent termination of the employer account; referral of the matter to the EHRC, the relevant employment tribunal service, or equivalent regulatory body; or, where the conduct constitutes a criminal offence, referral to the relevant law enforcement authority.
Right of Appeal. Both the reporting user and the employer subject to any adverse finding have the right to appeal the outcome of a Stage 2 investigation. Appeals must be submitted within 14 calendar days of the outcome notification by emailing legal@links4jobs.com with the subject line 'Discrimination Appeal — [Reference Number]'. The appeal must set out the grounds of appeal clearly and include any new evidence not previously available at Stage 2.
Appeal Review. Appeals will be reviewed by a senior member of the Links4Jobs Legal & Compliance team who was not involved in the original Stage 2 investigation. The appeal review will be completed within 15 business days of receipt. The decision on appeal is final and binding on the Platform, subject to the reporting user's right to refer the matter to an external body under Stage 4.
UK Escalation. If you are dissatisfied with the outcome of the Stage 3 appeal, or if Links4Jobs Ltd fails to respond within the stated timeframes, you may refer your complaint to: the Equality and Human Rights Commission (EHRC) at www.equalityhumanrights.com; the Equality Advisory and Support Service (EASS) on 0808 800 0082; or, where the discrimination arises in an employment context, the Employment Tribunal Service via www.gov.uk/employment-tribunals.
International Escalation. Users outside the United Kingdom may refer discrimination complaints to the following bodies: United States — Equal Employment Opportunity Commission (EEOC) at www.eeoc.gov; Canada — Canadian Human Rights Commission at www.chrc-ccdp.gc.ca; Australia — Australian Human Rights Commission at www.humanrights.gov.au; European Union — the relevant national equality body under Directive 2000/43/EC and Directive 2000/78/EC. Links4Jobs Ltd will cooperate fully with any investigation conducted by these bodies and will provide all relevant documentation upon lawful request.
Record-Keeping. Links4Jobs Ltd maintains a confidential discrimination complaints register, recording all reports received, the outcome of each investigation, any action taken, and any external referrals made. This register is reviewed quarterly by the Legal & Compliance team and annually by the Board of Directors. Statistical data (anonymised) from this register will be included in Links4Jobs Ltd's annual equality and diversity report, published at www.links4jobs.com/equality-report.
Links4Jobs Ltd is committed to making its Platform accessible to all users, including those with disabilities. Our accessibility programme is aligned with the following standards: Web Content Accessibility Guidelines (WCAG) 2.1, Level AA; Equality Act 2010 (duty to make reasonable adjustments for disabled persons); Public Sector Bodies Accessibility Regulations 2018 where applicable; and EN 301 549 (European accessibility standard for ICT products and services).
The Platform is designed and maintained to support: full keyboard navigation throughout the website and application; screen reader compatibility with ARIA landmark roles and descriptive alternative text for images; adjustable text size without loss of content or functionality; sufficient colour contrast ratios (minimum 4.5:1 for normal text) in accordance with WCAG 2.1 Success Criterion 1.4.3; captions and transcripts for audio-visual content where provided; focus indicators visible on all interactive elements; descriptive error messages in all forms; and no content that flashes more than three times per second.
Links4Jobs Ltd conducts formal accessibility audits of the Platform on a minimum annual basis, or following any significant design or functionality update. The next scheduled audit will be conducted no later than February 2027, or following any significant Platform redesign, whichever occurs first.

Where the Platform offers a feature permitting Candidates to review Employers, or Employers to rate Candidates, all reviews and ratings submitted are subject to this policy. The review feature is intended to provide honest, balanced, and constructive feedback to assist other users in making informed decisions.
All reviews and ratings must: be based on genuine, first-hand experience; be honest, fair, and not motivated by personal grievance; not contain defamatory, discriminatory, harassing, or unlawful content; not include personal data of any third party without their consent; not constitute advertising or promotion of a competing platform; and not be submitted in exchange for any payment, incentive, or benefit.
The following are strictly prohibited: false or fabricated statements of fact; content that constitutes defamation under the Defamation Act 2013; hate speech targeting any protected characteristic; AI-generated or synthetic review content; reviews from fake, duplicate, or unverified accounts; and coordinated review manipulation, including review bombing.
Links4Jobs Ltd uses a combination of automated content moderation tools and manual review to screen submitted reviews. Links4Jobs Ltd reserves the right to remove, edit, or withhold any review that does not comply with this policy. Takedown requests may be submitted to safety@links4jobs.com. We will respond within 14 business days. Links4Jobs Ltd's liability in relation to review content is governed by its obligations as a platform host under the Online Safety Act 2023.
Links4Jobs Ltd is a digital recruitment platform and is not an employer, recruitment agency, or employment business (unless explicitly stated otherwise). The existence of a job listing on the Platform does not constitute an offer of employment from Links4Jobs Ltd.
Links4Jobs Ltd does not guarantee that any Candidate will obtain employment through the Platform, that any Employer will find a suitable candidate, the accuracy or completeness of any Candidate profile or job listing, or the suitability of any Candidate for any role.
To the maximum extent permitted by applicable law, neither Links4Jobs Ltd nor any User shall be liable to the other for an amount exceeding the greater of: (a) the total fees paid by the relevant User to Links4Jobs Ltd in the 12 months preceding the event giving rise to the claim; or (b) one hundred pounds sterling (GBP £100). Neither Links4Jobs Ltd nor any User shall bring any claim against the other more than 12 months after the date on which the claiming party knew or ought reasonably to have known of the facts giving rise to the claim.
Links4Jobs Ltd shall not be liable for: loss of profits, revenue, or business; loss of anticipated savings; loss of data or goodwill; indirect or consequential losses; or any loss not reasonably foreseeable at the time of contracting.
The Platform may contain hyperlinks to Third-Party Sites provided for convenience only. Links4Jobs Ltd does not own, operate, or control any Third-Party Site and is not responsible for any loss, damage, or harm arising from a user's access to or use of any Third-Party Site. Users access Third-Party Sites entirely at their own risk.
To the fullest extent permitted by applicable law, each User agrees to defend, indemnify, and hold harmless Links4Jobs Ltd, its officers, directors, employees, agents, licensors, and service providers from and against any and all claims, liabilities, damages, losses, costs, expenses, and legal fees arising out of or relating to: the User's violation of these Terms or applicable law; any Content submitted by the User; the User's violation of any third party's rights; or any fraudulent, deceptive, or negligent act or omission by the User in connection with the Platform.
Nothing in these Terms limits or excludes liability for: (i) death or personal injury caused by our negligence or that of our employees, agents, or subcontractors; (ii) fraud or fraudulent misrepresentation by us; (iii) any breach of the implied terms under the Consumer Rights Act 2015 regarding satisfactory quality and fitness for purpose; (iv) any liability that cannot be lawfully limited or excluded under the Unfair Contract Terms Act 1977, the Consumer Rights Act 2015, or any other applicable mandatory legislation. These exclusions are stated for the avoidance of doubt and in full compliance with UK consumer protection law. Any limitation of liability in Sections 22.3 and 22.4 applies only to the extent permitted by these non-excludable provisions.
Links4Jobs Ltd reserves the right to immediately suspend or permanently terminate any account without prior notice or refund in cases of: breach of any provision of these Terms; fraudulent, deceptive, or illegal activity; posting of prohibited content or job listings; abuse of advertising systems including click fraud; repeated or serious complaints from other users; risk of reputational or legal harm to the Platform or its users; failure to complete or pass required verification; or use of AI-generated or deepfake content in violation of Section 24.
Users may close their account at any time by accessing account settings or contacting Links4Jobs Ltd. Upon account closure, profile data will be deleted or anonymised in accordance with our Privacy Policy and legal obligations. Active paid subscriptions will continue until the end of the current billing period. Links4Jobs Ltd may retain data as required by law or for legitimate business purposes.

Certain features of the Platform involve automated decision-making processes that may have a meaningful effect on users, including: automated filtering of candidate profiles for employer searches; algorithmic ranking of job applications; automated fraud detection decisions leading to account flags or restrictions; and automated content moderation decisions resulting in content removal or account warnings.
In accordance with Article 22 of the UK GDPR, where a solely automated decision produces a significant legal or similarly significant effect on an individual, users have the right to: request human review; express their point of view; and contest any automated decision. Links4Jobs Ltd conducts regular algorithmic audits to assess and mitigate bias across protected characteristics as defined in the Equality Act 2010. No protected characteristic (age, sex, race, religion, disability, sexual orientation, etc.) is used as a direct ranking or exclusion factor in any algorithmic system. Where bias or discriminatory outcomes are identified, Links4Jobs Ltd will take prompt corrective action.
The following are expressly prohibited on the Platform: AI-generated profile photographs or deepfakes; AI-fabricated CVs, work histories, qualifications, or references; AI-generated employer profiles or job listings that are false or misleading; and AI-generated fake reviews or endorsements. Detection of such content will result in immediate account suspension and may be reported to law enforcement.
All sponsored job listings, promoted Candidate profiles, and paid advertising content will be clearly labelled with a 'Sponsored', 'Promoted', or 'Ad' designation visible to all users. Organic search results and algorithmic recommendations are determined independently of paid advertising relationships, except where a sponsored placement has been purchased.
Where the Platform uses AI tools to generate, suggest, or auto-complete any content visible to users — including job description drafts, candidate match summaries, interview question suggestions, or algorithmic recommendation narratives — such content will be clearly labelled with an 'AI-Assisted' or 'AI-Generated' designation at the point of display. Users may opt out of AI-generated content suggestions through their account settings.
Where Links4Jobs Ltd integrates third-party AI tools within the Platform, we will disclose this to users at the relevant point of use. Users retain the right under UK GDPR Article 22 to request human review of any decision made using third-party AI tools that significantly affects them.
For EU-based users, Links4Jobs Ltd acknowledges the applicability of the EU Artificial Intelligence Act (Regulation 2024/1689). Our AI systems used in recruitment contexts may be classified as high-risk AI systems under Annex III. Where such classification applies, Links4Jobs Ltd commits to: maintaining conformity assessments and technical documentation; ensuring human oversight of high-risk automated decisions; providing meaningful transparency to affected individuals; and registering applicable high-risk AI systems in the EU database where required. EU users may contact our AI Compliance Officer at ai-compliance@links4jobs.com.
Links4Jobs Ltd will review and update this AI and Algorithm Disclosure section no less than annually, or whenever material changes to our AI systems or applicable law occur. Users will be notified of material updates in accordance with Section 28 (Modifications).
Before initiating any formal dispute resolution process, both parties agree to first attempt good faith informal resolution. The aggrieved party must send a written Notice of Dispute to legal@links4jobs.com describing the nature of the dispute, the relief sought, and relevant supporting information. Both parties agree to negotiate in good faith for 30 calendar days from receipt of the Notice before proceeding to formal arbitration or litigation.
Subject to Sections 25.3 (Exceptions) and 25.4 (Consumer Rights Preservation), the parties agree that any dispute, claim, or controversy arising out of or relating to these Terms or the Platform shall be resolved by binding arbitration rather than in court.
The following disputes are excluded from arbitration and may be pursued in the courts of England and Wales:
Nothing in this Arbitration Agreement removes or limits any statutory rights you have as a consumer under UK law, including: rights under the Consumer Rights Act 2015; the Consumer Contracts Regulations 2013; your right to bring a claim in the UK courts for disputes within the Small Claims Track; your right to refer a complaint to an approved ADR scheme; or your right to contact the Financial Ombudsman Service where relevant.
Arbitration shall be administered by the Centre for Effective Dispute Resolution (CEDR) under its applicable arbitration rules, conducted in the English language and seated in London, England. The arbitration shall be conducted by a single arbitrator. Each party shall bear its own costs unless the arbitrator determines otherwise. The arbitrator's decision shall be final and binding, subject to grounds for challenge available under the Arbitration Act 1996.
To the fullest extent permitted by applicable law, disputes shall be resolved only on an individual basis and not as part of any class, collective, consolidated, or representative action.
New users may opt out of this Arbitration Agreement within 30 days of first accepting these Terms by sending a written notice stating 'Arbitration Opt-Out' to legal@links4jobs.com from the email address registered to their account. Opting out does not affect any other provision of these Terms.
For EU-based consumers, the European Commission's Online Dispute Resolution (ODR) platform is available at https://ec.europa.eu/consumers/odr/. Links4Jobs Ltd's contact email for ODR purposes is legal@links4jobs.com.
Links4Jobs Ltd provides an Application Programming Interface (API) enabling approved third parties — including Applicant Tracking Systems (ATS), HR software providers, recruitment automation platforms, and enterprise employers — to connect with the Platform and exchange data in a controlled and authorised manner. Access to the Links4Jobs API is governed by this Section and by a separate API Access Agreement, which must be executed before API access is granted.
To obtain API access, applicants must: submit a formal API Access Application via api@links4jobs.com providing details of the intended use case, data types to be accessed, and technical security measures in place; agree to and execute the Links4Jobs API Access Agreement; pass technical and compliance due diligence; and pay any applicable API access fees.
Approved API Partners may use the API only for: importing verified job listings into an approved ATS for legitimate internal recruitment tracking; posting employer-originated job listings to the Platform via automated feeds; accessing candidate application data submitted by Candidates who have expressly consented; and receiving real-time application status updates as permitted under the API Access Agreement.
API Partners must not: scrape, harvest, or bulk-export candidate profile data beyond what is explicitly authorised; use API data for any purpose beyond the specific approved use case; share, resell, sublicense, or transfer API access credentials or extracted data to any third party; use the API to train, build, or improve any AI model or competing platform without express written consent; circumvent rate limits or security controls; or process Candidate data without a valid lawful basis under UK GDPR.
All API Partners processing personal data received via the API are independently responsible for ensuring compliance with UK GDPR and the Data Protection Act 2018. API Partners must execute a Data Processing Agreement (DPA) with Links4Jobs Ltd where required. Links4Jobs Ltd will conduct periodic audits of API Partners' data handling practices and reserves the right to suspend API access where compliance failures are identified.
Links4Jobs Ltd does not guarantee uninterrupted API availability and reserves the right to modify, deprecate, or withdraw API endpoints with a minimum of 30 days' written notice to active API Partners, except in cases of emergency security response. Links4Jobs Ltd may immediately suspend or terminate API access where an API Partner breaches the API Access Agreement, fails a security or compliance audit, uses API data in an unauthorised manner, or poses a risk to Platform security or user privacy. Upon termination, the API Partner must immediately cease use of the API and delete all cached data obtained through the API within 14 days.
A 'Force Majeure Event' means any circumstance beyond the reasonable control of Links4Jobs Ltd that prevents or delays the performance of its obligations under these Terms, including but not limited to: acts of God, including natural disasters, floods, earthquakes, hurricanes, pandemics, or epidemics; acts of government, war, invasion, civil commotion, riot, or terrorism; fire, explosion, or industrial accident affecting critical infrastructure; failure, outage, or disruption of third-party internet infrastructure, cloud hosting providers, telecommunications networks, or power supply systems beyond Links4Jobs Ltd's operational control; large-scale cyberattacks or DDoS attacks affecting Platform infrastructure where Links4Jobs Ltd has implemented reasonable security measures; strikes, lockouts, or labour disputes not involving Links4Jobs Ltd employees; and changes in law or regulation that materially prevent Links4Jobs Ltd from delivering services.
Where a Force Majeure Event occurs, Links4Jobs Ltd's obligations under these Terms are suspended to the extent and for the duration that performance is prevented. Links4Jobs Ltd will notify users as soon as reasonably practicable via email, in-app notification, or the Platform's status page at status.links4jobs.com, and will use commercially reasonable efforts to restore normal Platform operation. Where a Force Majeure Event results in the Platform being materially unavailable for a continuous period exceeding 7 calendar days, Subscribers may request a pro-rata credit or refund for the affected period by contacting billing@links4jobs.com within 30 days of the affected period ending.
If a Force Majeure Event continues for a period exceeding 60 calendar days, either party may terminate an active Subscription or paid service contract by giving 7 days' written notice. In such circumstances, Links4Jobs Ltd will refund the proportionate unexpired portion of any advance payments made for services that cannot be delivered.
Links4Jobs Ltd reserves the right to amend, update, or replace these Terms and Conditions, and any policies incorporated herein, at any time to reflect updates to the Platform's features or business model, changes in applicable law or regulatory guidance, judicial or regulatory decisions, or improvements to clarity and user experience.
Where changes to these Terms are material — meaning they significantly affect users' rights, obligations, or the nature of services provided — Links4Jobs Ltd will provide users with a minimum of 30 days' advance written notice before the amended Terms take effect, by: email notification to the address registered to the user's account; prominent in-app notification or banner displayed upon login; and publication of a summary of changes at www.links4jobs.com/terms-updates.
For non-material changes (such as corrections to typographical errors, clarification of existing provisions, or updates to contact details), amended Terms will be published on the Platform with the updated version date without individual advance notice.
Continued use of the Platform following the effective date of any amended Terms constitutes the user's acceptance of those amended Terms. If a user does not agree to the amended Terms, they must cease using the Platform and close their account before the effective date of the changes.
Links4Jobs Ltd maintains a publicly accessible version history and changelog of these Terms at www.links4jobs.com/terms-updates. This changelog records the version number, effective date, and a plain-English summary of each material change made. Previous full versions of these Terms are retained in the archive for a minimum of 3 years and are available to any user on written request to legal@links4jobs.com. The current version number and effective date are displayed on the cover page of these Terms.
The Platform creates connections between Candidates and Employers that would not otherwise exist or would be significantly more difficult to establish. The commercial viability of the Platform depends on these connections being facilitated through the Platform's services. This Section protects the legitimate business interests of Links4Jobs Ltd while not unreasonably restricting lawful employment relationships.
For a period of 12 months following any introduction, connection, or communication made possible through the Platform (the 'Restriction Period'), Employers and Candidates agree that they will not: directly solicit, recruit, or hire a Candidate or engage an Employer through a channel outside the Platform, where that connection was first made through the Platform, with the specific intent of avoiding fees payable to Links4Jobs Ltd; encourage or facilitate the other party to circumvent the Platform in order to avoid a fee; or transfer or redirect an application or hiring process away from the Platform to a competing recruitment platform without completing the transaction through Links4Jobs Ltd, where the introduction between the parties was facilitated by the Platform.
For the avoidance of doubt, this Section does not prevent Candidates from accepting a role with an Employer after applying through the Platform in the normal course, or any interaction that does not involve the specific intent of avoiding a fee payable to Links4Jobs Ltd.
Where Links4Jobs Ltd has reasonable grounds to believe that an Employer has hired a Candidate in breach of Section 29.2, Links4Jobs Ltd reserves the right to invoice the Employer for a circumvention fee equivalent to the greater of: (a) the standard placement fee applicable to the relevant role category at the time of the introduction; or (b) GBP £500.
API Partners are expressly prohibited from using API data to facilitate circumvention of the Platform. Any API Partner found to be enabling circumvention shall have their API access immediately terminated and shall be liable for the circumvention fee described in Section 29.3, applied per instance of circumvention identified.
Nothing in this Section is intended to operate as an unreasonable restraint of trade. This Section applies only where a direct causal link exists between an introduction facilitated by the Platform and a subsequent off-platform engagement entered into with the specific intent of fee avoidance.
Links4Jobs Ltd employs a range of safety measures including automated and AI-assisted fraud detection systems, manual review of flagged accounts and listings, verification processes for both candidates and employers, and reporting tools for users to flag suspicious content. Users encountering suspected fraud, scam listings, harassment, or other safety concerns are encouraged to use the Platform's built-in reporting tools or contact safety@links4jobs.com.
Links4Jobs Ltd is committed to complying with the Online Safety Act 2023 and Ofcom's regulatory framework. We maintain systems to identify and address illegal content and content harmful to users, and conduct regular risk assessments as required by law. In addition to reactive reporting mechanisms, Links4Jobs Ltd operates proactive content moderation measures, including: automated scanning of all new job listings and user-submitted content prior to and following publication for indicators of fraud, discrimination, illegal content, and policy violations; AI-assisted detection of synthetic, deepfake, and prohibited content; regular manual audit reviews of flagged content by our Trust & Safety team; and scheduled platform-wide sweeps to identify and remove stale, expired, or non-compliant listings. Our proactive moderation programme is reviewed and updated at least every six months in line with Ofcom guidance and evolving regulatory requirements under the Online Safety Act 2023. Users may report content at any time to safety@links4jobs.com and will receive an acknowledgement within 2 business days.
In compliance with the Online Safety Act 2023, Ofcom's draft Codes of Practice, and international content moderation standards including the Santa Clara Principles on Transparency and Accountability in Content Moderation (2021) and the DSA (EU Digital Services Act, Regulation 2022/2065) where applicable, Links4Jobs Ltd operates the following structured, tiered response framework for all content reports.
Scope. Tier 1 applies to reports of content that is: (i) child sexual abuse material (CSAM) or any content that sexualises or endangers minors; (ii) content that constitutes or directly facilitates an imminent threat to life or serious physical harm; (iii) terrorist or extremist content as defined under the Terrorism Act 2000 and Counter-Terrorism and Border Security Act 2019; (iv) content that constitutes a serious criminal offence under UK law, including content facilitating modern slavery, human trafficking, or forced labour; or (v) content subject to a court order or regulatory direction requiring immediate removal.
Response Protocol. Upon receipt of a Tier 1 report, the following actions will be taken without delay: immediate automated flagging and temporary suspension of the content within 1 hour of the report being received; escalation to the Links4Jobs Ltd designated safeguarding lead and Head of Legal within 1 hour; notification and referral to the relevant law enforcement authority within 2 hours, including: the National Crime Agency (NCA) for CSAM and serious organised crime; the Internet Watch Foundation (IWF) for online CSAM; the Counter Terrorism Internet Referral Unit (CTIRU) for terrorist content; and Action Fraud for serious financial crime. Permanent removal of the content will be completed within 24 hours of the report being received, or within 1 hour where technically feasible. The reporting user will receive confirmation of action taken within 24 hours. Content subject to Tier 1 removal will be preserved for law enforcement purposes before deletion, in accordance with the Computer Misuse Act 1990 and lawful authority requests.
Scope. Tier 2 applies to reports of content that is: (i) unlawfully discriminatory under the Equality Act 2010 or applicable international anti-discrimination law; (ii) seriously harassing, threatening, or abusive towards an identifiable individual; (iii) fraudulent job listings or scam employer profiles causing or likely to cause material harm to Candidates; (iv) content that constitutes defamation under the Defamation Act 2013; (v) content in serious breach of data protection law including unlawful collection of sensitive personal data; or (vi) content that promotes or facilitates any criminal offence not falling within Tier 1.
Response Protocol. Tier 2 reports will be acknowledged within 24 hours of receipt. The Trust & Safety team will conduct an initial assessment within 2 business days and, where the report is substantiated on initial review, will suspend the content on an interim basis pending full investigation. A full investigation will be completed within 5 business days of receipt of the report. The reporting user will be notified of the outcome within 2 business days of the investigation being concluded, including the finding, any action taken, and their right of appeal under Section 30.3.
Scope. Tier 3 applies to reports of content that: (i) violates Links4Jobs Ltd's content policies but does not constitute a criminal offence or immediately harmful conduct, including misleading but non-fraudulent job listings, minor policy breaches, low-level inappropriate conduct, and technical terms violations; (ii) is disputed between users without a clear prima facie breach of law; or (iii) falls below the threshold for Tier 1 or Tier 2 but nonetheless warrants review and possible action.
Response Protocol. Tier 3 reports will be acknowledged within 5 business days. A full review will be completed within 14 business days. The reporting user and, where applicable, the content author will each be notified of the outcome within 2 business days of the review being concluded. Tier 3 outcomes may include: no action (with reasons provided); a policy reminder or warning to the content author; content editing or removal; or escalation to Tier 2 where the investigation reveals more serious conduct than initially apparent.
In all cases where content is removed or an account is suspended or restricted as a result of a content moderation decision, Links4Jobs Ltd will notify the affected user (the content author or account holder) of: (i) the specific content that was removed or restricted; (ii) the policy provision or legal basis under which the action was taken; (iii) whether the action is temporary or permanent; (iv) the right to appeal the decision under Section 30.3; and (v) the timeframe within which an appeal must be submitted. This notification will be sent to the email address registered to the user's account within 2 business days of the moderation action being taken, except where notification would prejudice an ongoing law enforcement investigation, in which case notification will be deferred until cleared by the relevant authority.
Right of Appeal. Any user whose content has been removed, or whose account has been suspended or restricted as a result of a content moderation decision, has the right to appeal that decision. Appeals must be submitted within 28 calendar days of the notification of the moderation action by emailing appeals@links4jobs.com with the subject line 'Content Moderation Appeal — [Reference Number]'. The appeal must set out: the specific decision being appealed; the grounds of appeal (e.g. the content did not violate the stated policy; the decision was procedurally unfair; new evidence is available); and any supporting documentation.
Appeal Review. Appeals will be reviewed by a member of the Legal & Compliance team who was not involved in the original moderation decision. The appeal review will be completed within 14 business days of receipt of the appeal. The outcome of the appeal will be communicated to the appellant within 2 business days of the review being concluded. Possible outcomes include: upholding the original decision; overturning the decision in full (with content restored and/or account reinstated); or modifying the decision (e.g. reducing a permanent suspension to a temporary suspension).
External Escalation After Appeal. If you are dissatisfied with the outcome of the internal appeal, you may refer your complaint to: Ofcom (where the complaint concerns compliance with the Online Safety Act 2023) at www.ofcom.org.uk; the Information Commissioner's Office (ICO) (where the complaint concerns personal data or data protection) at www.ico.org.uk; the Advertising Standards Authority (ASA) (where the complaint concerns advertising content) at www.asa.org.uk; or, for EU users, the relevant Digital Services Coordinator under the Digital Services Act (Regulation 2022/2065).
Annual Transparency Report. In accordance with the Online Safety Act 2023 and consistent with the Santa Clara Principles on Transparency and Accountability in Content Moderation, Links4Jobs Ltd will publish an annual Transparency Report at www.links4jobs.com/transparency-report. The report will include: the total number of content reports received, broken down by Tier and content category; the total number of content removal decisions taken; the total number of account suspensions and terminations; the number of Tier 1 referrals made to law enforcement and regulatory bodies; the number of appeals received and their outcomes; the average response and resolution times for each Tier; details of any systemic policy changes made in response to moderation trends; and a summary of the Platform's compliance with Ofcom's Codes of Practice under the Online Safety Act 2023. The annual Transparency Report will be published within 90 days of the end of each calendar year and will cover the preceding 12-month period.
Regulatory Reporting. Links4Jobs Ltd will comply with all mandatory reporting obligations to Ofcom under the Online Safety Act 2023, including submission of risk assessments, compliance reports, and any information requested by Ofcom in the exercise of its regulatory functions. Links4Jobs Ltd will also report to the IWF, NCA, and CTIRU in accordance with their respective referral protocols and any applicable statutory obligations.
This Section 30.5 constitutes the single, authoritative, unified content moderation response timeframe policy for the Links4Jobs Platform. It applies to every category of content, every user type, and every reporting channel without exception. Where any other section of these Terms states a moderation timeframe, that timeframe must be read alongside and consistent with this Section; in any conflict, the more protective (shorter) timeframe shall prevail. This policy is designed in compliance with the Online Safety Act 2023, Ofcom's Codes of Practice (Safety by Design and Illegal Harms), the EU Digital Services Act (Regulation 2022/2065), and the Santa Clara Principles on Transparency and Accountability in Content Moderation (2021 revision).
For the purposes of this Section: 'Business Day' means Monday to Friday, 09:00 to 18:00 UK time, excluding UK public and bank holidays. All Tier 1 timeframes operate on a continuous 24-hours-a-day, 7-days-a-week, 365-days-a-year basis regardless of whether the incident falls on a business day, weekend, or public holiday. 'Report Receipt' means the moment a content report is registered in Links4Jobs Ltd's moderation system, whether submitted via the in-platform reporting tool, by email to safety@links4jobs.com, fraud@links4jobs.com, or equality@links4jobs.com, by telephone, or via a referral from a regulatory or law enforcement body. 'Resolution' means a final moderation decision has been made, communicated to both the reporting user and the content author, and any required action (removal, suspension, or no action) has been implemented. 'Proactive Detection' means a moderation action initiated by Links4Jobs Ltd's own monitoring systems or staff, without a user report.
The following binding timeframes apply across all content moderation activity on the Platform, organised by content type and severity tier. All timeframes begin from Report Receipt unless otherwise stated.
Pre-Publication Automated Scan (all new content before going live). All content submitted to the Platform — including job listings, profile updates, reviews, and API-transmitted content — is subject to automated pre-publication scanning before it is made visible to any user. The automated scan completes in real time, typically within seconds of submission. Where the automated scan flags content as potentially violating policy, the content is held in a pending queue and not published until reviewed by the Trust and Safety team. Pending queue review by the Trust and Safety team: within 4 business hours of the flag being generated (or within 1 hour for Tier 1 flags, 24/7). Content authors are notified if their submission is held in review.
Job Listings — Tier 1 (fraudulent, illegal, facilitating exploitation). Automated flag and suspension: within 1 hour of Report Receipt, 24/7. Referral to law enforcement (Action Fraud, NCA, GLAA): within 2 hours of Report Receipt, 24/7. Permanent removal: within 24 hours of Report Receipt. Employer account review and possible suspension: within 24 hours. Reporter confirmation of action: within 24 hours, 24/7. All affected Candidate applicants notified: within 2 business days of removal.
Job Listings — Tier 2 (seriously misleading, discriminatory, seriously harmful). Acknowledgement to reporter: within 24 hours of Report Receipt (if received outside business hours, clock starts 09:00 next business day). Interim suspension pending investigation: within 2 business days. Full investigation: within 5 business days of Report Receipt. Outcome notification to reporter and employer: within 2 business days of decision. Maximum end-to-end resolution: 7 business days from Report Receipt.
Job Listings — Tier 3 (minor policy violations, non-disclosed salary, formatting breaches). Acknowledgement to reporter: within 5 business days. Full review: within 14 business days of Report Receipt. Outcome notification: within 2 business days of decision. Maximum end-to-end resolution: 16 business days from Report Receipt.
Candidate Profiles and CVs — Tier 2 (false identity, AI-generated deepfake photo, fraudulent qualifications). Acknowledgement: within 24 hours. Interim profile restriction: within 2 business days. Full investigation: within 5 business days. Outcome notification: within 2 business days of decision. Maximum resolution: 7 business days.
Candidate Profiles and CVs — Tier 3 (minor inaccuracies, outdated content, photo policy breach). Acknowledgement: within 5 business days. Full review: within 14 business days. Outcome notification: within 2 business days of decision. Maximum resolution: 16 business days.
Employer Profiles and Company Pages — Tier 2 (fraudulent, impersonating legitimate business). Acknowledgement: within 24 hours, 24/7. Interim account suspension: within 2 business days. Full investigation: within 5 business days. If confirmed fraudulent: permanent account termination and simultaneous removal of all associated listings. All Candidates who applied via that employer's listings notified: within 2 business days of account termination. Maximum resolution: 7 business days.
Employer Profiles and Company Pages — Tier 3 (outdated info, incomplete verification, minor policy breach). Acknowledgement: within 5 business days. Full review: within 14 business days. Outcome notification: within 2 business days of decision.
User Reviews and Ratings — Tier 2 (hate speech, targeted harassment, defamation). Acknowledgement: within 24 hours. Interim removal: within 2 business days. Full investigation: within 5 business days. Outcome notification to reporter and review author: within 2 business days of decision.
User Reviews and Ratings — Tier 3 (unverified claims, minor policy breach, suspected fake review). Acknowledgement: within 5 business days. Full review: within 14 business days. Outcome notification: within 2 business days of decision.
API Partner and ATS-Transmitted Content — All Tiers. API-transmitted content is subject to the same Tier classification and response timeframes as equivalent user-submitted content above. Additionally: API Partners are notified of any moderation action affecting their transmitted content within 2 business days. Repeated or systemic API-transmitted violations: API access suspended immediately (Tier 1 or Tier 2) or within 5 business days following written notice (Tier 3), per Section 26.6. All API content moderation actions are logged and included in the quarterly API compliance report provided to the API Partner.
Platform-Generated and AI-Assisted Content. AI-generated content reported as inaccurate, biased, or harmful: review within 5 business days. Confirmed issues corrected or removed: within 2 business days of the review decision. Affected user notified: within 2 business days. All AI content issues additionally logged for the quarterly algorithmic bias audit under Section 24.4.
Content Moderation Appeals (all Tiers). Acknowledgement of appeal at appeals@links4jobs.com: within 2 business days. Appeal review by independent Legal and Compliance team member: completed within 14 business days of receipt. Outcome communicated to appellant: within 2 business days of appeal decision. Content restored where appeal upheld: within 1 business day of appeal decision.
Links4Jobs Ltd operates continuous automated content monitoring 24 hours a day, 7 days a week, 365 days a year. For Tier 1 reports and automated flags received outside standard business hours (Monday to Friday, 09:00 to 18:00 UK time), including weekends and UK public and bank holidays, the following out-of-hours protocol applies without exception.
Automated Response (Immediate, 24/7). The Platform's automated moderation infrastructure operates continuously and will flag and temporarily restrict Tier 1 content within 1 hour of Report Receipt regardless of time or day. An automated emergency alert is simultaneously dispatched to the on-call designated safeguarding lead and the on-call Head of Legal via the Platform's encrypted emergency escalation channel.
On-Call Human Response (Within 2 Hours, 24/7). The on-call designated safeguarding lead will review and confirm or overturn the automated Tier 1 flag within 2 hours of the automated alert being dispatched. Where the flag is confirmed, the on-call lead will initiate referrals to the NCA, IWF, CTIRU, or Action Fraud as appropriate, within 2 hours of confirmation, and will escalate to the on-call Head of Legal and, where a Trigger A incident is identified per Section 30.6.2, to the Board-level Safety Director.
Tier 2 and Tier 3 Out-of-Hours Reports. Tier 2 and Tier 3 reports received outside business hours are queued for review at the start of the next business day. The 24-hour acknowledgement timeframe for Tier 2 and the 5-business-day acknowledgement timeframe for Tier 3 commence at 09:00 on the next business day following receipt. This out-of-hours queuing protocol does not apply to any Tier 2 report that meets a Trigger A or Trigger B escalation threshold under Section 30.6.2, which will always be escalated to the on-call team immediately.
Bank Holidays and Public Holidays. UK public and bank holidays are not counted as business days for Tier 2 and Tier 3 timeframe calculations. All Tier 1 and emergency escalation protocols operate identically on public and bank holidays as on any other day of the year. Links4Jobs Ltd maintains a minimum on-call coverage of one designated safeguarding lead and one Legal and Compliance officer at all times, including Christmas Day, New Year's Day, and all other UK public holidays.
Where a reported content incident involves users, content, or conduct in jurisdictions outside the United Kingdom, the following additional standards and timeframes apply.
EU Digital Services Act (DSA) Compliance. For content and users falling within the scope of the EU Digital Services Act (Regulation 2022/2065): all DSA-applicable moderation decisions are made and communicated within the timeframes set out in this Section 30.5, which meet or exceed DSA requirements. Where a moderation decision or systemic issue affects EU users, the relevant EU Digital Services Coordinator will be notified in accordance with DSA Article 17, within the timeframe required by that Article. Links4Jobs Ltd will respond to DSA-compliant orders from judicial or administrative authorities within the timeframe specified in the order, or within 48 hours where no timeframe is specified.
Germany — NetzDG (Network Enforcement Act). Where content reported by a German user or affecting German users constitutes 'clearly illegal content' under German law (offensichtlich rechtswidrige Inhalte), Links4Jobs Ltd will remove or block access to that content within 24 hours of Report Receipt, in compliance with the Netzwerkdurchsetzungsgesetz (NetzDG). Where content is 'illegal content' (but not clearly illegal) under NetzDG, removal or blocking will occur within 7 days of Report Receipt. Reports from German users submitted through the Platform's NetzDG-compliant reporting channel will be treated as Tier 1 or Tier 2 reports as appropriate to their classification.
International Law Enforcement Referrals. Cross-border Tier 1 criminal content referrals will be made within 2 hours of confirmation via: Interpol's I-24/7 secure communications network for international organised crime and wanted persons content; the Virtual Global Taskforce (VGT) for cross-border child sexual exploitation material; and bilateral Mutual Legal Assistance Treaty (MLAT) channels for content requiring evidence preservation and disclosure for foreign criminal proceedings. Links4Jobs Ltd will designate and maintain a named International Law Enforcement Liaison whose contact details are registered with Interpol, the VGT, and the NCA's International Liaison Unit.
Minimum Global Standard. The timeframes set out in this Section 30.5 constitute Links4Jobs Ltd's minimum global standard for content moderation response times. Where a local mandatory timeframe in any jurisdiction is shorter than the timeframe stated in this Section, that shorter local mandatory timeframe will apply. Users and regulatory bodies in any jurisdiction may rely on the timeframes in this Section as binding commitments of Links4Jobs Ltd.
Links4Jobs Ltd maintains a complete, tamper-evident, and auditable record of every content moderation decision made on the Platform, whether proactive or reactive, automated or human-led. Each moderation record contains: the unique reference number assigned to the report or proactive detection event; the date and time of Report Receipt or proactive flag generation; the Tier classification assigned and the reason for that classification; the content type and a description of the reported content; the identity of the automated system or Trust and Safety team member responsible for each action taken; the date and time of each action taken (flag, interim suspension, investigation, decision, notification, referral, appeal); the outcome of any appeal; the identity of any law enforcement or regulatory body to which a referral was made; and the date and time of any referral. Moderation records are retained for a minimum of 3 years from the date of the final moderation decision, extended to 6 years for records relating to Tier 1 content referrals to law enforcement. All records are stored in encrypted form in compliance with ISO/IEC 27001:2022 and UK GDPR. Any user may request the moderation record relating to a specific decision affecting their content or account by writing to legal@links4jobs.com, subject to any applicable legal privilege, law enforcement restriction, or third-party confidentiality obligation.
This Section 30.6 establishes the Online Safety Escalation Framework (OSEF) — the single, unified, platform-wide escalation framework governing all online safety incidents, content moderation decisions, systemic safety issues, regulatory engagements, and law enforcement referrals on the Links4Jobs Platform. Every safety-related action taken on the Platform, whether initiated by an automated system, a user report, or Links4Jobs Ltd's own monitoring, is governed by and must conform to this Framework. The OSEF is designed in full compliance with: the Online Safety Act 2023 and Ofcom's Codes of Practice; the EU Digital Services Act (Regulation 2022/2065); the UN Guiding Principles on Business and Human Rights (UNGP, 2011); the Global Network Initiative (GNI) Principles on Freedom of Expression and Privacy; ISO/IEC 27001:2022 Information Security Management System; and the Santa Clara Principles on Transparency and Accountability in Content Moderation (2021).
The OSEF operates through four defined governance levels. Each level has clearly assigned responsibilities, escalation authorities, and accountability obligations. No level may act outside its defined scope without escalating to the appropriate level above.
Level 1 — Automated Safety Systems (Continuous, 24/7). Level 1 is the Platform's automated content monitoring and moderation infrastructure. It operates continuously, 24 hours a day, 7 days a week, 365 days a year, without human intervention for routine detection tasks. Level 1 responsibilities include: real-time automated pre-publication scanning of all content submitted to the Platform using natural language processing (NLP), image recognition, and behavioural analysis tools; continuous post-publication monitoring of all live content using rolling AI-assisted detection sweeps; automated hash-matching of uploaded images against the Internet Watch Foundation (IWF) PhotoDNA database and other known illegal content hash lists to identify CSAM and child sexual exploitation material; automated risk-scoring of all employer accounts, job listings, Candidate profiles, and user behaviour patterns using the Platform's fraud detection system detailed in Section 24; automated generation of Tier-classified alerts to Level 2 for all content or accounts meeting moderation thresholds; and real-time emergency alerts to Level 2 on-call staff for all Tier 1 detections. All Level 1 automated actions are logged with full audit trails and are subject to Level 2 human review within the timeframes stated in Section 30.5. Level 1 automated systems are reviewed and updated at least every 6 months by the AI Compliance Officer and the Head of Trust and Safety, and the IWF PhotoDNA integration is verified against the current IWF hash list on a weekly basis.
Level 2 — Trust and Safety Team (Operational, Business Hours + 24/7 On-Call for Tier 1). Level 2 is the Trust and Safety team, which is responsible for all human-led content moderation decisions across Tier 1, Tier 2, and Tier 3. Level 2 responsibilities include: reviewing and actioning all Level 1 automated alerts within the timeframes specified in Section 30.5; conducting manual content investigations for all Tier 2 and Tier 3 reports; making and fully documenting all moderation decisions using the Platform's moderation case management system; communicating all decisions and outcomes to affected users within the timeframes stated in Section 30.5; processing all Tier 3 and routine Tier 2 cases from initial report to final decision; escalating immediately to Level 3 any matter meeting the Trigger A escalation threshold defined in Section 30.6.2; escalating to Level 3 within 2 business days any matter meeting the Trigger B escalation threshold; maintaining the Platform's moderation case management system and ensuring all records comply with the retention obligations in Section 30.5.5; and providing weekly moderation volume and trend data to the Level 3 Legal and Compliance function. A minimum of one qualified Trust and Safety officer is on call at all times, including outside business hours, weekends, and public holidays, solely for the purpose of responding to Level 1 Tier 1 emergency alerts.
Level 3 — Legal and Compliance Function (Oversight, Escalated Cases, and Regulatory Liaison). Level 3 is the Legal and Compliance function, which provides legal oversight, manages all escalated safety matters, and serves as the primary point of contact for all regulatory authorities and law enforcement agencies. Level 3 responsibilities include: reviewing all Tier 1 moderation decisions and all Tier 2 decisions with systemic, legal, or reputational implications within 2 business days of the Level 2 decision; managing all law enforcement referrals including to the NCA, IWF, CTIRU, Action Fraud, Interpol I-24/7, and the Virtual Global Taskforce (VGT), ensuring referrals are made within the timeframes stated in Section 30.5; conducting and overseeing all content moderation appeals under Section 30.3, using an independent reviewer not involved in the original Level 2 decision; managing all regulatory notifications and correspondence with Ofcom, the ICO, the ASA, the FCA, EU Digital Services Coordinators, and other competent authorities; notifying the ICO of any reportable personal data breach within 72 hours of Links4Jobs Ltd becoming aware of it, in accordance with Article 33 UK GDPR; notifying affected individuals without undue delay of any data breach likely to result in a high risk to their rights and freedoms, in accordance with Article 34 UK GDPR; maintaining and annually updating the Platform's Online Safety Risk Assessment as required by the Online Safety Act 2023; and providing quarterly written safety reports to Level 4 covering moderation volumes by Tier and content category, systemic trends and emerging risks, all regulatory engagements and their outcomes, all law enforcement referrals and their status, any material safety incidents and remedial actions taken, and progress against the annual safety improvement plan.
Level 4 — Board of Directors (Strategic Oversight and Ultimate Accountability). Level 4 is the Board of Directors of Links4Jobs Ltd, which holds ultimate accountability for the Platform's compliance with the Online Safety Act 2023, the EU Digital Services Act, and all applicable online safety obligations. Level 4 responsibilities include: designating a named Board-level director as the Safety Director with specific personal responsibility for online safety compliance, whose identity is published at www.links4jobs.com/safety-governance; approving the Platform's Online Safety Risk Assessment and all material changes to safety policies before they take effect; receiving and formally considering Level 3's quarterly safety reports at each quarterly Board meeting; ensuring that adequate financial resources, staffing, training, and technical systems are allocated to meet the Platform's online safety obligations at all times; receiving immediate notification from Level 3 of any Trigger B incident as defined in Section 30.6.2 and making final decisions on systemic or strategic safety matters; commissioning an independent annual review of the Platform's safety systems and compliance, the results of which are published in the annual Transparency Report under Section 30.4; and ensuring that the Platform's online safety obligations are embedded in all new product development, feature releases, and commercial decisions through a Privacy and Safety by Design process reviewed annually.
The following named escalation triggers define the circumstances in which a matter must be escalated from one OSEF governance level to a higher level, independently of and in addition to the Tier content classification system. Any member of the Trust and Safety team or Legal and Compliance function who identifies a trigger condition must initiate the escalation immediately, without waiting for management approval.
Trigger A — Immediate Escalation from Level 2 to Level 3 (within 1 hour of identification). Trigger A applies where: (i) the content is confirmed or strongly suspected to constitute CSAM, terrorist content, or content directly facilitating serious violence against an identifiable individual; (ii) the content is the subject of an existing court order, Ofcom enforcement notice, ICO enforcement notice, or law enforcement request requiring action; (iii) there is a credible and imminent threat to the life or physical safety of an identifiable individual, including any content constituting a credible threat to commit violence; (iv) a personal data breach has been identified affecting 10 or more users, or any breach involving special category personal data (as defined in Article 9 UK GDPR), health data, financial data, or data relating to minors, regardless of volume; (v) the Platform's automated safety systems have been compromised, circumvented, or are otherwise not functioning as intended; (vi) the content has been widely shared or is spreading rapidly and poses a risk of significant and imminent public harm if not addressed immediately; (vii) a credible media or journalist enquiry has been received relating to Platform safety or a specific content incident; or (viii) legal proceedings have been issued or threatened against Links4Jobs Ltd relating to Platform content or safety.
Trigger B — Escalation from Level 3 to Level 4 within 24 Hours. Trigger B applies where: (i) a Trigger A incident cannot be resolved at Level 3 within 24 hours of escalation; (ii) the incident is likely to result in regulatory enforcement action, a formal Ofcom investigation, an ICO investigation, or a fine; (iii) the incident involves allegations of systemic failure of the Platform's safety systems affecting a significant number of users; (iv) the incident has generated, or is imminently likely to generate, significant adverse national or international media coverage; (v) the incident involves a fatality, serious injury, or serious psychological harm to a user or third party in which Platform content is alleged to have been a material contributing factor; (vi) an Ofcom enforcement notice, ICO enforcement notice, court injunction, or DSA compliance order has been received; or (vii) a regulatory authority has requested information from Links4Jobs Ltd under statutory powers within a defined deadline.
Trigger C — Systemic Safety Review (Minimum Quarterly). Trigger C is not an emergency escalation but a scheduled review trigger. A systemic safety review must be initiated at Level 3 and reported to Level 4 at least quarterly, and additionally whenever: (i) moderation data shows a statistically significant increase (more than 20% quarter-on-quarter) in reports of any particular category of harmful content; (ii) the quarterly algorithmic bias audit under Section 24.4 identifies discriminatory or harmful outcomes produced by the Platform's AI systems at scale; (iii) Ofcom publishes new or updated Codes of Practice, guidance, or enforcement decisions that require changes to the Platform's safety systems or policies; (iv) the Platform introduces a significant new feature, user category, or content type that materially alters its risk profile; or (v) a significant safety incident at a comparable digital platform highlights a risk that may be present on the Links4Jobs Platform.
The following step-by-step external escalation pathway is available to all users and applies where Platform-level moderation and appeal processes have been exhausted, or where the nature of the incident requires direct regulatory engagement in parallel with internal processes. Links4Jobs Ltd commits to full cooperation with every step of this pathway.
Step 1 — Platform Internal Process (Sections 30.1 to 30.5). Users should first use the Platform's reporting tools or contact safety@links4jobs.com to submit a report, and then use the appeal process under Section 30.3 if dissatisfied with the outcome. This step must be exhausted before referring to an external body, except in the case of Tier 1 illegal content where direct law enforcement reporting is always available in parallel and without any requirement to complete the internal process first.
Step 2 — Ofcom (Primary UK Online Safety Regulator). Users who believe Links4Jobs Ltd has failed to comply with its duties under the Online Safety Act 2023 may complain to Ofcom at www.ofcom.org.uk/complaints. Ofcom has statutory powers to investigate, issue enforcement notices, require access to information, and impose fines of up to 10% of qualifying worldwide revenue or £18 million (whichever is greater) for non-compliance with the Online Safety Act 2023. Links4Jobs Ltd will respond to any Ofcom information request within the timeframe specified by Ofcom and will comply with any enforcement notice within its stated deadline.
Step 3 — Information Commissioner's Office (Data Protection and Privacy). Where the safety concern involves unlawful processing of personal data, a data breach, or failure to honour data subject rights, users may contact the ICO at www.ico.org.uk or on 0303 123 1113. Links4Jobs Ltd will report any notifiable personal data breach to the ICO within 72 hours of becoming aware of it, as required by Article 33 UK GDPR, and will notify affected users without undue delay where the breach poses a high risk to their rights and freedoms under Article 34 UK GDPR.
Step 4 — Law Enforcement (Criminal Content — Available in Parallel at Any Stage). For Tier 1 criminal content, users may report directly to: National Crime Agency (NCA): www.nationalcrimeagency.gov.uk; Internet Watch Foundation (IWF) for CSAM: www.iwf.org.uk; Counter Terrorism Internet Referral Unit (CTIRU) for terrorist content: www.gov.uk/report-terrorism; Action Fraud for financial crime: www.actionfraud.police.uk or 0300 123 2040; Modern Slavery Helpline for trafficking or forced labour content: 08000 121 700. Links4Jobs Ltd will not obstruct, delay, or discourage any user from making a direct law enforcement report, and will cooperate fully with all resulting law enforcement investigations.
Step 5 — Advertising Standards Authority (Advertising Content). Where the content concern relates to advertising published on the Platform, users may complain to the Advertising Standards Authority (ASA) at www.asa.org.uk. Links4Jobs Ltd will cooperate with any ASA investigation and comply with any ASA adjudication within its stated timeframe.
Step 6 — EU Digital Services Coordinator (EU Users). EU-based users may refer complaints about compliance with the Digital Services Act (Regulation 2022/2065) to the Digital Services Coordinator in their EU member state. Links4Jobs Ltd will cooperate fully with any DSA investigation and comply with all lawful orders within the timeframes specified.
Step 7 — International Law Enforcement (Cross-Border Criminal Content). For cross-border Tier 1 criminal content, referrals are made by Links4Jobs Ltd via Interpol's I-24/7 secure communications network, the Virtual Global Taskforce (VGT) for international child sexual exploitation material, and bilateral Mutual Legal Assistance Treaty (MLAT) channels. An International Law Enforcement Liaison is designated by Links4Jobs Ltd and their contact details are registered with Interpol, the VGT, and the NCA's International Liaison Unit.
Mandatory Training. All Trust and Safety team members and Legal and Compliance staff involved in content moderation must complete mandatory initial training before commencing moderation duties. Training covers: the Online Safety Act 2023 and Ofcom's Codes of Practice; the EU Digital Services Act; Links4Jobs Ltd's internal safety policies and the OSEF; Tier classification criteria and escalation triggers; CSAM identification and mandatory IWF referral procedures; trauma-informed moderation practice; and data protection obligations under UK GDPR. Refresher training is mandatory at least annually and following any material change in applicable law, Ofcom guidance, or Platform policy. Specialist safeguarding training is provided to all staff who may encounter Tier 1 content, including CSAM identification, child protection indicators, and the psychological impact of exposure to harmful content.
Moderator Psychological Safety and Wellbeing. Links4Jobs Ltd recognises that content moderation, particularly of Tier 1 content, can cause significant psychological harm including secondary traumatic stress, vicarious trauma, and burnout. The following mandatory wellbeing measures are in place for all Trust and Safety team members: access to a confidential Employee Assistance Programme (EAP) including professional counselling services, available 24 hours a day; mandatory rotation away from Tier 1 content moderation tasks after no more than 2 consecutive hours of direct exposure; a named, qualified mental health first aider embedded within the Trust and Safety team; monthly one-to-one wellbeing check-ins between each moderation team member and their line manager; and an annual independent psychological wellbeing assessment of the Trust and Safety team, the results of which are used to inform team management practices. Any Trust and Safety team member who identifies signs of trauma, secondary traumatic stress, or psychological distress is encouraged and supported to access professional help without any adverse employment consequence whatsoever.
Continuous Improvement. Links4Jobs Ltd is committed to the continuous improvement of its safety systems, processes, and culture. The OSEF will be reviewed in full at least annually, or following any Trigger B incident, material change in law, or significant safety incident on the Platform or at a comparable platform. The results of each annual OSEF review, including any systemic weaknesses identified and remedial actions taken, will be published in the annual Transparency Report under Section 30.4. Links4Jobs Ltd will actively engage with Ofcom, the IWF, the Tech Coalition, the Global Network Initiative (GNI), and relevant civil society organisations to benchmark its safety practices against industry best standards and to identify emerging risks before they materialise on the Platform.
